http://www.foundationcenter.org has information about grant makers and grants that may be available.   Some of these are international ones.  The idea of helping people start small hand craft businesses and helping them sell perhaps through a web site is a good one too as is dealing with businesses in the country where your NGO is located.

Approach some good companies who have budget for advertising and try organise a charity show which will raise good funds. You could also encourage hut-dwellers to make some handmade handicrafts which can be sold in an exhibition.
