How can i get a centralised telecom solution with more than 10000 numbers?

I run a listing service. I want a solution which will give me approximate 10000 phone numbers. I can then distribute the 10,000 numbers among the directory members. So if anyone calls any of the directory members( using one of the 10000 numbers) I divert the calls to the members' phone. This way I am getting to track all the calls being made.
