a friend of mine was born in sicily in the province of agrigento. he needs to know how to retrieve a copy of his birth certificate registration.

You might call the Italian consulate in the city that holds jurisdiction in your state (because there is not an Italian consulate in every state,) usually they are able to help with these sort of things.
