Well i think there's another way but this is how i relearned a forgotten move:

Go underground and keep digging until you find a heart scale.

Then, go to the house nearest to the guy that says, "Im standing in the middle of the town" in Pastoria City.

Talk to the person in the house and he will ask you what pokemon that needs learning. Pick the pokemon that needs the move it forgot, and he will ask you what move you want it to learn, and voila.
