How can i get a pyrotechnic licence in canada?

I want to buy things like black powder and fuse. I went to the fireworks store in my neighborhood but they said i need a licence to buy from them, soooo...

You don't need any licence to buy black powder.  Not sure about fuse but I doubt it is regulated.  They just don't wat to sell to you for liability reasons.  You can't force them to sell to you even if you did have a licence.  

If you want any kind of pyrotecnics licence you need to take a course to get your aprentice level licence and work under exsperience profesionals to get the higher cerifications.
