The best, and most legal, method is to create an environment that the birds you want to hunt will find beneficial. Plant shrubs and other plants that provide natural food and shelter for them.

If you have an area where it would be normal to plant some sort of grain crop, do that and ensure that there are plenty of sheltering type areas scattered inside the area and along all the edges. When you harvest the crop, leave a bit of it standing.

If you are trying to attract ducks or geese, it is good to have some fairly shallow ponds with grassy / weedy areas surrounding the pond.

In short, if you make the land attractive to the birds you wish to hunt, they will show up. Do some research on the birds to determine just how to make your land as attractive as possible.

Never "over hunt" your land. Be a good steward of the wildlife and you will be rewarded with plenty of exciting hunting while helping the conservation efforts that benefit all hunters.
