  1. And your question is?  High-speed is done via cable, DSL or satellite.  Are you asking if you can get wireless from 15 miles away?  Not possible.  If you cannot get either cable or DSL because of the distance involved then you are stuck with satellite which is both slower and more expensive.  You could also have a T1 line run to your house but it might be cheaper to move.

  2. I am going to presume you are not within the range of DSL or CATV (cable tv internet).

Your most probable best bet is to get satelite internet from the same people who give you dish based television.

  3. It's not illegal, just hard because people haven't made certain capital investments in small town America. If you're fifteen miles from the nearest DSL or cable service, I guess you're limited to ISDN and satellite. ISDN is a dialup system that uses the plain copper wiring and runs about 2 and a third times the speed of dialup. You'd have to contact small local ISPs to get a hookup with it. It'll be like 50$ a month, but with a low latency usable for online games. Equipment's expensive new, but nearly free when second hand. The more common option is sattelite Internet. It costs 70 or eighty dollars a month, and requires an easy 1,000$ dollars in equipment plus a long contract. It is a good several times faster than ISDN, but has horrible latency. You can't use it for things like gaming or VOIP, I'm afraid. Also, they'll have harsh bandwidth caps.
