How can i get my 3 year old doxie to go for more walks?

i think she really hates going for walks, im not sure if its the cars or different environment or just not feeling like it, but she really needs some exercise!

i have tried using treats and praise, but she is just so nervous. she starts to pull back to my house and will do whatever she can to get back.

please help me with my problem!!

harness.  my 2 year old mini likes walking, but he isn't very cooperative with the collar.
