Did you disable pop-up in Internet Explorer ?

If you did but still get ad windows, you may have spyware or adware.

What Internet Browser are you using first off?  If it is IE then you might want to switch to using something like Firefox.  The reason you are getting pop-ups is because there is malware on your system somewhere.  You will need to use Highjackthis http://majorgeeks.com/download3155.html and look through your system.  You may need to google all that look like gibberish and that are unknown.  If it comes up as malware you have found your problem, if nothing comes up there is another problem, you will need to go to the directory and delete it.  Try Spybot SD http://www.safer-networking.org/en/downl... before using Highjackthis, see if that fixes the problem.  If not when you find the files you will first need to disconnect from the internet, and have Highjackthis destroy the file.  Before doing that jot down where the files are located, and make sure you have unlocker http://ccollomb.free.fr/unlocker/.  Go to the file location and use unlocker disable them and send then to your anti-virus quarantine,  You may also want to get a good firewall I recommend Comodo Firewall Pro http://www.personalfirewall.comodo.com/.  That should fix the problem.  The worst case scenario would be having to format and start over.
