How can i get rid of a program when a virus has wiped out most of the right hand side of the start menu?

I have been having this problem for about 5 mins. the thing is it won't let me remove programs, get to my documents, or open up the control panel. it also won't let me system restore. all i can do is get onto the internet and msn. help please!

Scan for malware first, next run chkdsk to restore missing files, if no good run the set-up cd and choose repair.
