How can i get rid of old black ink stain in a cotton blouse?

If the ink was 'permanent' i.e. indelible you won't get it out. Try soaking it in a strong solution of detergent overnight. Other than that, bin it.

I would try Isopropyl (rubbing) alcohol or hairspray. Alcohol dissolves ink- so both both of these solutions should do the trick. Either spray the ink with hairspray or pour alcohol over it. Lightly rub it in, let it sit for about 10 minutes and launder as usual.

Rub some gel from a Clorox bleach stick on the stain and let set overnight. It should wash out completely the next day.

Try soaking in a strong solution of Soda Crystals which are great for grease, ink, blood, tea and coffee stains. If it comes out wash as normal.

You may need to to have a couple of tries at it. If there is no improvement after the first soaking it probably wont come out.
