i need my satellite tv to be transmiting in phillipins how do i go on space there, how can i be assign to a frequency on free to air satellite there

First thing you have to do is find the company that owns a satellite and rent transponder space from them. This is generally NOT cheap. Then you have to work with a uplink center to get not only your channel content to them, but have them uplink it to the satellites.

A free-to-air satellite sends out a signal that isn't encrypted and can be received without charge if you have a free-to-air receiver.  That doesn't mean the uplink to the satellite is free or that the satellite is free.  You need to find and a satellite company that will accept your signal and an uplink service to get you signal to the satellite.  Neither will be free.  It's fairly expensive to do this.
