I'd try CoachCanada they use to have a shuttle bus to Fallsview Casino which was dirt cheap. Then I'd just take a cab from the casino.or there might even be a second shuttle to the airport.

There might be other shuttles from Toronto to Fallsview. Google might find you something.

Take a flight from Toronto to Buffalo.

Call greyhound.  They have a bus from Bay Station.

Beginning in may there will be a new bus company in Toronto called Megabus.  They will go from Toronto to Buffalo Airport to New York City twice a day for a really cheap price.

I would suggest renting a car or having someone take you to Buffalo. Are you going to be going back to Toronto? If so it woulf be worth it to rent a car and either return it at the Buffalo Airport or to park it there and than drive back to Toronto.
