  1. I'm not certain you can do it with store-bought berries, but have a look here -

If you know someone who has strawberry plants, ask if you can have 3 or 4 'runners' - the side shoots that come off the mother plant.  You'll plant those and will have berries the next year.

  2. No, there are a number of reasons why you cannot grow strawberries from the ones you bought at the store:

~Strawberries are irridated before they go on the shelf at the store.  This process kills the viability of the seeds.

~The seed will not be the same variety as the strawberry you purchased.  Strawberries are propagated via cuttings, so they are all genetically identical.  A strawberry grown from seed would have the properties of not only the plant it came from (the 'mother' plant) but also the plant that donated the pollen.  It could end up being a very small fruited plant or it could have a poor flavor.  It may turn out okay.  You just don't know.

~Strawberry seeds are very difficult to germinate.

Store strawberries are usually pretty expensive in comparison to what it would be to grow them yourself.  If you save your money from buying them in the store for a few times and do without them, you will have the money for plants in no time at all.  And the plants will be ready to start producing within the next 3-12 months, whereas a seeded plant would need years to produce.

Here is a place where you can purchase plants.  As you can see, 25 aren't too expensive:

I recommend the special and purchasing them in spring.
