You can a get a program that will allocate your machine a certain IP address with time. You can find some trial versions of such programs on www.download.com and I guess you can buy if you need more features.

It isn't possible to completely hide your IP address from, say the police or the security services, but you can hide it from most casual surfers by using a service like "Hide my IP", which costs, or Proxify, which gives a basic free proxy service (2nd link below).

The best way would be to get a proxy software that connects you through a server that masks your IP address with one it generates for you.  It should also have multiple IP addresses and locations to use, and should also encrypt the transmission so the data can't be intercepted.

This is one of the few products where you get what you pay for.  Using a free online proxy is not your safest move.  It can't gurantee any level of security and is most likely set up with the minimal protection in mind...usually just to unblock MySpace from school computers and such.  You don't have to break the bank to be protected either.

From whom or what?  If you use NAT/PAT on a router, you're hosts address is not know to the end node, only your global is known.  But your global address needs to be known, or no worky. =)
