How can i identify a bug that i found?

I live in Rhode Island and I keep seeing these bugs at my work and i have no idea what it is. Is there a website I can go to and type in a description of it? It almost looks like a dragonfly except it is lime green and its wings are smaller and look like they are stuck up together. It is a tail that looks like a long snake tongue. and big round black eyes on the side of its head.
