  1. Many government agencies allow employees to have "outside employment" beyond their government job if that employment, or business, does not create the appearance of or an actual conflict of interest.  

    Many public servants have a second business. You can even have a second business doing on the weekends or evenings what you do in the public sector as long as you don't do it in the same jurisdiction. For instance, I know plumbers that work for a city who are plumbers in the evenings and on the weekends in the town in which they live (different location) and make lots of money on the side. Some people own internet businesses, mail order, etc. Just don't get caught operating your business from your public sector desk as this is usually grounds for termination or severe punishment.

    Another idea is to use your spare time creatively for something you can market - arts & crafts for weekend art shows, write a book on the subject you work in, use a talent to do side jobs, etc.

    You can do it if you have the desire and an employing agency that allows outside employment.
