How can i keep my cups from flipping in the dishwasher and filling up with water?

Someone voted thumbs down to the rubber bands answer, but I thing that might work.  If the cups have handles, maybe twist ties would work.  I've had that happen before also with lightweight plastic cups that come out of the washer filled with dirty dishwater.  Very annoying!  But yeah, thick rubber bands probably would work to keep them still.

I have never heard of that happening! If stacked correctly nothing will move about in a dishwasher. Do you not have the fold back cover on one side of the top rack for cups etc? When folded down over the cups they can't move.

Buy mugs. They are heavy and won't flip. Wash little cups by hand.
