How can i legally sell ringtones online?

I want to open a ringtone shop to sell ringtones to people via their computer/mobile phone. I want to make sure that i have all the paperwork that i need to legally sell someone's song on my shop. What all is involved in getting these rights? Most artists will be local and unmanaged.

If you own the rights to the music, there are a lot of websites you can register for to sell.  Cellyspace is a good one because they give you tools to publish the ringtones on myspace pages, or promote them in concerts with custom keywords.  They have no signup fees and their revenue-share model is very competitive.
