it depends on how much effort you are willing to put into the banner.

Most of my graphics work I get done by looking into "google image search" and editing the image(s) here:

there are other places out there, but becareful, some places can add spywear with the banners that you are allowed to make.

Paintshop Pro, Adobe Photoshop    they might have them free at http://www.inethouse.info     and if you don't feel like downloading or buying software, there are websites that allow you to do it online by simply inserting a picture or w/e www.flash-banner-creator.com/

Now...professional...if you want to go all out then look for Adobe Flash or Macromedia Flash 8... you might find it at the same page http://www.inethouse.info

You can use paint.net, pick you graphic then use the tools on it to make it origional and profesional, its a free download i use it all the time, just google Paint.net!
