How can i make a blissey learn seismic toss? pokemon diamond??????

It was a move that Blissey could learn from the Move Tutor at the Battle Frontier in Pokemon Emerald. The only way people have them on their Pokemon Diamonds is that they either used Pal Park to get their Seismic Toss Blissey from Pokemon Emerald or they used a program like Pokesav to hack a Blissey that knows Seismic Toss. It might be easier if you just got somebody to hack you one.
