  2. To add to Andy H2's reply. It does depend on what you are complaining about. Licenses are granted by the local ayuntamiento (council). The Town Hall will have complaint forms, but if it a serious enough complaint you would be directed to either the Guardia Civil or the Policia National to make a denuncia. Further up the tree is the Gobiermento de Andalucia (Andalucian Government- simimlar to the Welsh or Scottish Assemblies). After that the National Government.

    If your complaint is of due seriousness, why did you not do something about it Spain? The Costa del Sol is positively brimming with bi-lingual people who are usually all too willing to help a tourist in distress....

I would follow Andy's advice.  Complaint forms are taken very seriously here.  Any establishment will try to sort our your complaint rather than have you fill in the form.  A copy of the  complaint form is handed to the police who must investigate the complaint and inform the town hall.  If any person or business has more than three complaints against them, they can be forced to cease trading.  

    These procedures are in place to protect people and are taken very seriously.  I would have to ask myself if my complaint is serious enough to make a formal complaint because after all, someone could lose their business.  One person's idea of a major issue might not be the same as another's and the effects of making an official complaint out here are very serious.

  4. make your complaint to the spanish tourist board they are quite strict these days.

    but for future reference all spanish service businesses- restaurants, bars, hotels, pensions, etc. have what is called aviso forms(complaint forms),these are issued and individually numbered by the government and you must be provided with one if you ask for it,they cannot refuse,if they do you can call the police and they will force the people to give it to you.there must be a sign behind bar or in reception or some other public area which informs you of your right to fill in these forms,failure to display this sign is an offence and is taken seriously by the authorities.if you ask for a form the manager/owner will normally immediately offer you some compensation,free meal,discount,etc.because once you have completed the form it goes to authorities and will go on their record and if its something like a hygiene complaint the health department will come and investigate.so obviously no business wants this on its record,so you can either except compensation,or report them!!

    alternativley if you feel you have been seriously hurt in some way you can go to the police (guardia civil) and make a complaint against an individual person or buisness(called a denuncia),every denuncia must be investigated by police,no matter how trivial they think it is,and they have a duty to report any true findings to the correct authority!

    if you have already left spain,contact your local spanish embassy and i believe it might be posible to still do this process through them!but i,m not sure.denuncia i think yes,but aviso form might have to be filled only on-site!

    complain to the tourist board ,but what will you gain ,

    All these latin countries are the same you would get the run around and in the end ,nothing.

    but that is just an opinion based of being in several Latin countries for many years,Portugal and Mexico

  6. are you seriuos?  in south of spain there is no such thing.

    you are better off going home if not you  will get even more infuriated and achieve nothing.
