  1. Krud Cutter Brush Wash works great for all types of paint:

My local Sherwin Williams paint store stocks it.

  2. If the bristles are stiff from paint or stain, you can try soaking it in paint thinner overnight.  Then try washing it in warm soapy water, wearing gloves.

Chances aren't real good that the bristles will be restored to normal, especially if it was a cheap brush.

  3. If it's a cheap brush, don't bother. If it's a good one, you can try Polyclens though it hasn't impressed me much. If that doesn't work, there's some stuff I just used from an art supply store which worked really well. It's Winsor & Newton Brush Cleaner & Restorer. It might take some time--I soaked some paper towel in the stuff, then wrapped it tightly in tinfoil and let it sit for a week or so, but it took all the hard dried polyurethane out of a brush I had almost given up on. It looks expensive but it rescued a $15 brush for me. I don't know what's in it but it says non-toxic, low vapour and all that good stuff. If you can't find it locally, try an online art supply place like Cheap Joe's, where the price of this stuff is way better than I paid locally.
