How can i make a swirl around a person/object on photoshop like this?

i've been looking everywhere.

i've found tutorials on this before, but now, i can't seem to find any.

HELP PLEASE!

1. use line shape

2. control enter and fill the shape with color white

3. after that hit control D to deselect

4. hit ctrl T then right click and chose warp

5. Add blending options outer glow,innner glow, just experiment with the options.
