You buy filter material in sheets. You make a frame of material with holes in like wire mesh or a plate with holes in and wrap the filter material around or place it in and then fit a cover over it.

all depends on what the air filter is for yu culd just use a towel over a fan or use paper towels strexhed over a wire frame
