The only reason hydro-power ever becomes inefficient is because of entropy and transferring the power over long distances.  Hydro-power is environmentally disruptive because it changes the ecology of the river, usually making the water colder down stream.  In the N.W. the dammed rivers pose a problem for salmon that need to spawn up stream, that problem could be taken care of if they provide more and better fish ladders.

  3. The problem with hydro power is the amount of energy it takes to extract the hydrogen from the oxygen. For example, reversing the process (bonding hydrogen with oxygen to make water) with a basic dehumidifier takes about a day to produce enough water for a small family (enough to cook with and possibly wash with).

    The countries that have had success with hydro are typically smaller than America, not to mention that the power grid currently being used in America would have to be completely revamped to be able to work with hydro (although, it's going to need to be done soon anyway). That's not to say that hydro isn't a viable alternative for some Americans, but it will not be beneficial for everyone so many Americans will still have to search for alternative elsewhere, be it solar, wind, or whatever.
