  1. what kind of boat?

how does it do without a skier?  what's your max RPM's at WOT?

First, see if it's making all the power it can:

Compression test:  look for upwards of 90 PSI on all cylinders, and the lowest within 5 or 7% of the highest.  If it's lower than that, it's ready for a complete overhaul.  One or two weak cylinders, "decarb procedure" might possibly restore 10 PSI or so, just ask.

Spark test:  not a *spark plug* test.  Use an in-line tester to test the ability of the ignition system to generate adequate spark.  Set the gap on the tester at 7/16" and look for a sharp blue spark on all holes.  Got weak or no spark, post a question on how to troubleshoot the ignition.

If it passes the compression & spark tests, rebuild the carburetors, I mean take 'em off & soak 'em, rebuild with new kits.

Make sure the timer base starts its travel before the carb butterflies start to open, and moves smoothly to its stop without sticking.

Make sure the choke plates are parallel and fully open.

Make sure the carb butterflies are closed at idle, stay parallel, and end up perfectly horizontal (not beyond) at WOT.

inspect fuel lines, replace old, stiff hoses.

    change the gear oil.

    replace the water pump impeller.

    use fresh 87-octane gasoline.

use champion QL77JC4 plugs gapped at .030, or if you have surface gap plugs, use champion UL-77V.

If the antiventilation plate is lower than 1 to 2 inches above the keel, raise the motor one hole.

Power trim?  Start with the motor fully trimmed in and start raising it when the boat gets on plane.  bump it up in small increments until it makes RPMs go down instead of up.

Doing all this and still no good, get a prop with 2" less pitch.
