or if you want to make one from scratch with HTML and CSS codes , try Dreamweaver, it's not that great and you will have to download it.. Illegal copies are available meaning you won't have to pay.

I'd stick with the websites i gave above. If it's your first website they should suffice. They have tutorials and you can change the layouts.

first you need a web designer like Dreamweaver , and then use these links to teach you the basics

I don't know why everyone is telling you its so hard/not free or that you need to know programming languages. Its not the most popular site anymore, but since you already have a yahoo account, yahoo's website site is www.geocities.com ... It allows you to use HTML to code it by hand, html is really easy, or you can do everything by selecting what you want off the menu and just dragging and dropping. But geocities is honestly the easiest one, its free, and it pretty much walks you through it.
