if you have paint take a picture and cut it down to the width you want it then get the circle cutter and cut the picture out and move it and delete the corners and move the picture to the top left hand corner and move the size of the page down to the size of your picture and save it and you have it

Open a picture using Photoshop.

Click on Rectangular tool and chose the shape you want, draw the shape on the picture, right click and click on "Layer via Cut", and delete the background layer. Easy!!

If you're refering to the cropping, use a simple tool in Adobe Photoshop and crop the image.  If your refering to the coloring, again, you just need to play with the color effect in Photoshop.  What exactly do you want to achieve?

crop them with paint... if you have windows, then go to your pictures right click on the picture and click open with... and then left click on paint :D hope i helped
