Reminds me of the old chewing gum chain I made in the 60's.  If you can find someone to show you how that was made, you might be able to do some of these bags.  It's probably a similar idea on a larger scale.  The "material" looks platted or done in a weave pattern.

I've seen people make things like that with gum wrappers.

Like, the foil ones.
