How can i ping onather pc if onather pc firwall is on?

If the PC you are trying to ping is on a network that has a VPN endpoint you will need to enable the VPN and connect to it from your remote location. Once you are connected via VPN you should be able to interact with the PC (or ping it) as if you are physically on the same network.

Alternatively, if you can access another machine on that network say through remote desktop or other remote software, you can ping the PC in question from there.

The only way would be to configure the computer with the firewall to allow incoming echo requests.

If the other pc is behind a firewall (hardware or software) that stealths the pc, you can't.
