How can i put a password on my comp. so that when some one try to download it will ask for a password

I have a computer that others use and when they get on it they start downloading things. Are computers equipped to stop the downloads by asking for a password.... please help

you can just put a password on the whole thing, so no one but you can get on it.  that's the only way i can think of.
