FROM YOUR QUESTION IT IS NOT CLEAR FROM WHICH PLACE YOU WANT TO GO YOUR DESIGNATION.however IT IS SITUATED IN TRANS JAMUNA AREA NEAR ANAND VIHAR,AND YOU CAN TAKE ANY DTC BUS BOUND TO ANAND VIHAR BUS STATAND GET DOWN AT KARKARDOOMA BUS STAND TO REACH KV X20 INSTITUTIONAL AREA.

My friend, Karkarduma institutional area is a trans-jamuna locality, very close to Patparganj, Jagatpuri, AGCR enclave etc. Buses going from ISBT to Anand Vihar Bus depot will take you to the Karkarduma more (turning) from where the KV is very close.  The distance from ISBT is about 11 kms and you can also take either an autorickshaw or taxi depending on the urgency, the time you have and the money you can spend.  The closest METRO station is WELCOME METRO on the Shahdara - ISBT route and you can easily get both cycle-rickshaws and autorickshaws from the METRO station.  Hope these help.
