How can i reduce the weight of the images?

I want to reduce the weight of the image neither quality nor size.... plz help... means if an image is of 1.4MB in weight i want to change its weight 400 kb...not the size means if size is 800X600 then this will remain same..and also quality

Here is a free on line photo resizer i have used it and found it easy to use and offering a good free service. no software download needed.
