  1. Depends what you want, if you want to magnify your image and make it bigger without it looking fuzzy, there's this website which specializes in this and gives quite remarkable results.


  2. I've used many image editors, but the best software I've found for resizing photos is STOIK SMART RESIZER.  You can download a free 15 day trial.

    This $39.00 program is a one trick pony... all it does is resize images, but it does very well, especially if you want to increase the size of a medium to high quality photo with little to no loss in perceived image quality.  I hope this helps.

There's no way.  Downsizing eliminates pixels, and they contain image detail.  Any downsizing program evaluates the bunch of pixels that is going to be combined into one pixel to resize the image, and does some kind of averaging, or if you will blurring together.  If your question was, how do I MINIMIZE the loss of clarity, there are ways.  More advanced editing programs - such as Photoshop, Aperture, Graphic Converter and many others - have menus with choices of different averaging algorithms.  You will find that no single method works best with every kind of image.  Yes, these programs cost money, not all of them as much as Photoshop for sure, but the free ones have their limitations.  Good luck.

    To make a small photo large most photo editors will be able to zoom+ and save but the result may be disappointing.

    When a photo is reduced in size the pixel count is reduced, and the pixels that have been deleted cannot be restored and any enlargements of the photo would be of lower quality.
