first get yourself to be a citizen.Then paricipate in the local agencies and make yourself known and then get yourself nominated as a candidate and you are in  or out depending on the voters

Decide what policies you are going to run on.

Choose if you are going to be affiliated to a political party.

If they select you, you'll need an agent and preferably some literature, but some candidates have stood with no canvassing or leafleting at all.
