I want to send a package to Venezuela, and i want it to arrive the 30th of July.

I advise you to use one of the private couriers (DHL, Fedex, etc.). If you want to use Ipostel (national postal service) you will need to send it at least two months or maybe one and a half month before the date you want it to arrive.
