Well at least the first two answers were sort of correct.  It does require some money up front and it isn't cheap.  Bandwidth costs are not too bad.  What really does cost a lot is the hardware and software to operate such a venture.  Software runs over USD500 for some that requires set-up to several thousand.  You have your hardware which you need.  Computers, mixer boards if you want one (probably will need it for any decent set-up), microphones, audio signal processing, streaming software, and a few other things.  Music from companies that specialize in the broadcasters are not cheap and you have to meet special requirements before they even talk to you (based on experience).  The music they provide is a good product and is much better than anything the recording industry releases for the general public.  Then you have your personal time in it as well.  If you want to put a value on your time, it will be very expenisve as well as you will be putting this all thogether.  If you plan on making any money (good luck), you will need to sell inventory for advertising.  Donations are fine, but most of the time you'll just be spending your money.  If you plan on using any music that is copyrighted, you will need to pay for licensing.  What about a website for your station.

As you can see, it not only requires money, but your own time.  You will need to do more research as the question is much to general.
