How can i sort out the serious from the time wasters?

I have a online business which is affiliate based, i have people joining on a regualar basis, i want to know how to stop the time wasters from joining, is their some sort of test i can give them, they take up so much time as they are to lasy to help themselfs, this limits the time i can spend helping the serious business builders , any serious suggestion would be great.

if you make a quota to meet then those who are serious will stay and these who waste time.....well wont meet it and you can get rid of them
