You can just use your artistic talent - get a piece of paper, write on it, draw on it, stick photos from magazines on it, and when you are happy with the result, use a photocopier and print as many copies as you can afford to print and either sell them for pennies or cents, or give them away. It's easier on the eye if you design your publication in a way that uses columns and boxes to organise the presentation of info. And why not get close friends to help you by doing their own contributions which you can paste into the whole thing. Make sure your publication has a title, include the date of publication, and say who wrote or edited it.

There's a rich tradition of this type of very basic publishing.

On the other hand, if you've got a computer, learn to use desk-top publishing software and produce something more professional.
