there are piles of permits from dept of fisheries and environmental assessments and coastal permits not an easy thing to start up

You need to own a very large property on the ocean, then you go get a couple of oysters. Make them a nice dinner, and play some romantic music. Throw them into the water and check back in about 5 years. Voila...oyster farm!
