the girl you want you want your hair to look like is really creepy looking  but her hair is way longer than yours with lots of layers the product i would try for that look is called bed-head creme you can get it at most salons they can show you how to use it too

I think you already have the bangs and color down, you just need to curl/ wavy your hair.

You could put your hair when its wet in hair curlers, let your hair dry, spray a bit of hairspray, and take the curlers out.

Or you can use some curling product, tresseme products work well.
