  1. I work for a City in the IE, so I have some insight into this.  Periodically, the Economic Development department will send out a survey to residents in a area that is being developed/redeveloped.  In that case, you would be able to just "vote."  This isn't very common, though.  The other way is to send a letter to the Development department and cc the City Manager and Mayor.  The reality of it is, though, is that it's not up to the City which businesses come to the area.  They can "woo" attractive businesses, but unless it's economically viable and potentially profitable for the business, they won't invest.  Hope that helps.
