you have to use the Mii Parade It shows any possible person's Mii in it as long as that Mii's creator set it to mingle. Although having a friend registered helps the chances that his Mii will show up there, it isn't always guaranteed. If you want to just exchange Mii's, there is an email option that lets you send the Mii to someone registered on your address book.

when u add someone in your address book there should be a little bubble near there code or number or whatever, click it and it should ask u if u want to add a mii.
