How can i trace up the birth certificate of a certain person?

i want to find the birth certificate of my friend, f she's registered positive or negative at NSO....

Legally in the US, your friend would have to send for a copy of their own birth certificate - I'm assuming that your friend is alive.  The laws about acquiring birth certificates have changed recently to reflect the growing problem with privacy issues and identity theft.

Your friend should go to their county of birth, find the "vital records" department and ask the clerk the procedure for obtaining a copy of their birth certificate.

ok well why dont u just ask ur friend or go to a hospitle and ask them is that person was born there or better yet go to the doctors office that ur friend goes to and ask them you can say it has something to do witha present ur giving ur freind.
