How can i turn a 590kb pic into a 5mb picture?

I photoshopped an image and the lowest quality under jpeg made it 590kb and it still wont upload to a place where 5mb pics can be uploaded. If i made it a gif,.bmp,.tiff,.or png do you think the file size would decrease?? Or how much smaller do i have to make it do go down that much??

590kb is a smaller size than 5mb. There should be no reason why the website won't allow it to be uploaded. Does the website allow jpeg images?

I think you might have something mixed up there, because 5MB is bigger than 590KB.  If you need to make the picture smaller, gif is the best format to use of the ones you listed.  Another good way to make the picture smaller is to change the size of picture (dimensions, not file size).  The smaller the picture, the smaller the file.
