How can i turn on system restore when the system restore tab does not appear when i go to system properties?

it may already be disabled by the viruses

the same thing happens when you get desktop hijack the options to change the wallpaper are not there or they are greyed out

it actually seems that u r infected wid viruses so take 'em out usin ricky's link it should work

It seems you were playing with some Windows tweaking program.

Try Start-->Programs-->Accessories-->System Tools-->System Restore.
