Go to hall of fame and beat the rock at wrestlemania with stone cold. Then go to WWE Shop and buy him.

In Hall Of Fame mode you have to beat the Rock using Stone Cold. Just go to HOF mode then find one that has the picture of Stone Cold I think then select it, then in the next screen it will tell you to press X for the dirrect challenge. =]
