How can i view region 1 dvds?? computer??

Question

I want to buy region 1 (usa/canada) dvds and i'm in region 4 (aust/nz) and i want to know how i can play them... i have a dvr but i dont know anything about it... i also have a pretty new computer... is their a program or decoder i can get for either that will allow me to play them??
