How can i write a formal but personal letter?

i need to write a formal but personal letter to give reference to fostering a child. I am haveing alot of trouble with this and the letter has to be finshed for tomorrow. Can you help? 10 points for first real answer!

Make 3 paragraphs.  1st one explains why you are writing the letter.  2nd one tells all the wonderful things about you.  3rd paragraph gives all your personal references.  If you send me a draft, I'll edit it and format it for you.  I do this for a living.  I have a BA in English and I'm a business support professional providing typing, transcription, and proofreading services to the medical, legal, and corporate fields.  I'll do it for free.


  2. I'm a foster care licensing and adoption specialist.

    First off, if this is a couple, speak about BOTH people. I cannot use references that go on and on about one with no mention of the other person.  Even if you know one better than the other, speak about both.

    State how you know the person and for how long.  Tell how you have observed them interact with children.

    State why you feel they would be good foster parents, list a few specifics.

    If you have ever or would ever entrust your children to the person's care, indicate this.  If you have indicate how you felt about care your child received.

    If you know how the person gets along with children, state it.  

    List specific strengths the applicants possess that you feel would make them good parents.

    That's what I look for..actually I give people a form.
